I am constantly hit by Catalina Legacy system extension signed by Devguru BUT I can't ever find the app to remove it

I think they make some Android app development software.
Try System Information > Software > Extensions. It takes a while to load them all. You can sort by, "Obtained from" to isolate the non-Apple kexts. There are about a dozen non-Apple extensions that Apple bundles with the OS, so it won't be all of the ones that are not Apple, just that one.
