iCloud Keychain don't suggest and generate passwords , how to set up iCloud Keychain in mac is described in the article https://support.apple.com/en-in/HT204085#viewstoredpasswords

However , as per this article https://support.apple.com/en-in/guide/mac-help/mchlp1088/10.14/mac/10.14

When you need to create a new password for a website, Safari suggests a unique, hard-to-guess password and saves it in your iCloud Keychain. Safari fills it in automatically the next time you need to sign in to the website, so you don’t have to remember it or enter it on any of your devices.
