Why not? I also want to downgrade, as the 13.5.1 was basically FORCED on my iPad Air 2!

I also want to upgrade my iPhone 7 to iOS 13.4.1, but Apple only allows to upgrade to 13.6. I DO NOT want the Google tracking API on my iPhone! WHY is Apple forcing that on everyone?
