I want a refund

I didn’t not subscribe to the .99 iCloud storage and when I try n take it off it doesn’t let me! Why? I was just on the phone for 40 mins waiting to talk to a support person finally some gets on n they hang up!!!! I’m very upset I didnt subscribe for more storage !!!!
