My old phone was using an iCloud Account that I can't remember the password to and I no longer have access to the email address. Is there an app or method that will export/import the contacts without having to login to the iCloud account associated with the source phone?

You could back the phone up to a computer and then restore the new one from that backup. I'm not aware of another method to move contacts to another device besides iCloud and backing up to a computer.
