My phone was cracked and recieved heavy water damaged; and I have no phone access. Last check it said UPDATE PAUSED.

We riced it for hours, and had a very little wondow of the phone being back on (but mostly green white hues) and thats when I backed it up again and purchased more icloud storage.

I checked icloud.com, and still no photos.

how do i back up photos since last update if my phone won't even turn on? Possible?

You cannot do anything with an iPhone that will nit power on and boot into iOS. So sorry, but no, there is no means to backup a dead device. If it won’t power up, it’s just an inert hunk of plastic, metal and glass.
