Well, your post is very confusing because you mention two very different issues:
Might this iPad have been previously owned? It sounds like it’s Activation Locked. If so, you must have the original owner’s assistance or the iPad will remain useless forever.
It seems some other Apple ID and/or password has been used on this iPad at some time since it was new. Does that sound correct to you?
Do you see a prompt sketching out part of the Apple ID required to unlock the iPad?
No it is mine and the ID is mine
and i have the password and every thing
to open it

Ok am sorry for the misunderstand,
the problem is that i updated the ipad and i have to enter the ID and password to ( unlock) the IPad ,
