Welcome to Apple Support Communities.


From what I am understanding is your Apple Watch face won't come on when raising your arm, correct? Let's take a look into this!


Let's check and ensure theater mode isn't on before going to into troubleshooting steps.


If theater mode is on, this will deactivate the Apple Watch face from turning on when raised. When the Apple Watch face is on, swipe up to access the Control Center. Scroll through the list to check for theatre mode:


Use Control Center on Apple Watch


If theater mode is not currently active, power the Apple Watch and iPhone off/on


How to restart your Apple Watch


Restart your iPhone

Your suggestion to check if in "theater Mode" was the correct answer to my problem. I saw the orange dual theater mask symbol on the top of the watch face and then knew immediately you have found the problem! Did not know such a option was available to turn off the watch face. You saved me a trip to the apple store which I had scheduled for tomorrow. The store is not near by. Thanks again.
