I have been stuck in Switzerland because of Coronavirus. My (US) account credit is close to zero and my credit card has expired in the meantime. How can I add funds?

I have tried everything in this help page. I can only use a friend's European credit card or Paypal account, which are not accepted because they are not "registered in the same country or region" as my Apple ID, which is registered in the US.
