Icloud photos wont upload onto phone

I recently got a new phone and set it up. Everything from my iCloud went onto my phone, apps, text messages, everything except my photos. Only photos from the past two months uploaded onto my phone, I don't understand why or how to get the photos from the cloud onto my phone? I've tried everything please help
