No. People who want to participate would also need to separately enable it and download a tracing application from the App Store.

FYI, since this week we have an app for Germany making use of this (transparent open source: https://www.coronawarn.app/en/ - how it works: https://ncase.me/contact-tracing/). -
@apple, please enable the logging for lower iOS versions and more phones? This only works against the pandemic if the apps are on the majority of phones.
