Sign out of iCloud on Mac

I followed the instructions to sign out of iCloud on Mac, but the sign-out never goes through, and the spinner keeps loading indefinitely. I have also made sure that there is no network bandwidth issue. I also checked out everything to be ignored from backing up, so there's virtually nothing to back up either. How to resolve this?

MacBook Pro 13″, macOS 10.15

Activate safe mode and in safe mode itself try to sign out the Apple ID https://support.apple.com/en-in/HT201262

Else erase the hard drive and reinstall Mac OS https://support.apple.com/en-in/HT204904

It seems you are using lot of third party unknown apps / softwares , might be anti virus that are not compatible with Mac , don't use them .
