Hello there can I use a iPad 4 mini cellular as a mobile don’t have a iPhone

No. An iPad is not a mobile phone; it cannot access any Cellular Voice or Messaging services.


A Cellular iPad can only access IP-data services over a Cellular connection (this obviously requires a Cellular Airtime Contract) or WiFi.


If you do have an Apple iPhone, then it becomes possible to use the iPhone as a “relay”, using Apple’s continuity features:

Using Continuity, the iPad capabilities become significantly more flexible.
