Restor deleted backup

I deletes my notes backup from iCloud by mistake so its the all notes deleted from my phone and icloud so i want restore it

If you were using Notes with iCloud and you deleted them, unless you see them in the Recently Deleted folder in the Notes app, they are gone and you can’t recover them.
