my son accidentally deleted all pictures on my phone via his ipad (both were linked to same icloud account). i thought they would be in the icloud perhaps under deleted items but they are not. any ideas how they can be retrieved?

If the photos aren't in iCloud Photos or in the Recently Deleted folder, then it sounds like it's gone. Have you tried to go to iCloud.com (via a computer browser) and see if they are there?
