Can’t find iMessage listed on Cellular Data

I’m having problems trying to find the iMessage listed on Cellular Data. It’s usually located under the Phone then all of a sudden it’s not there anymore. I turned off wifi, cellular data then restarted my phone and still got nothing.

It’s incorporated at Settings > Cellular > System Services > Messaging Services.

Yeah but how do I turn it on and off? That doesn’t really help, sorry.
