I continue to receive delivery failures when sending photos fail to Android phones from my MAC when using Messages App.

When sending to an Android phone, the message will be sent through SMS, not iMessage. There are limits to the size of an SMS message that are dependent on the individual carriers (AT&T, T-mobile, etc). It may be that the image is too large to send either because of limits on your carrier or on the recipient's carrier.
