I need to update my billing info but it won’t let me do anything

I am using iTunes for Windows on my computer and when I try to purchase an album, it says I need to verify my billing info. When it takes me to my account page, it won't let me edit anything or verify anything. It simply keeps asking for my password and bringing me back to the same page.

I'm not even using the credit card on file to purchase anything, I'm using gift cards, which are already loaded into my account.
