I'm not aware of any way an iPhone can be stopped from being turned off. As long as you use a passcode and have enabled Find My on the device, if someone takes the phone, they won't ever be able to access your data or use the phone at all.

Data won't be stolen by the thief if you have a good passcode.

No, there is no way to disable that button which is used for many things not just power on/off.

sell the screen, battery, etc.

considering the number of people willing to fall for buying a useless phone for several hundred dollars off of online sources, I don’t see phone theft stopping anytime soon.
