Reinstalling already installing Apps?

Applications which I regularly use at any time automatically says its reinstalling restricting my usage when its needed? How can an already installed uninstall itself and start reinstall when i open it?

iPhone 7, iOS 13

It sounds as though the "Offload Unused Apps" feature may be enabled which can uninstall apps when storage is low. On your iPhone, tap Settings > General > [Device] Storage. Do you seeing a "Storage Almost Full" alert?
