I have family sharing set up and can see shared albums on iphones but I cant see shared photo albums on icloud.com.
Is this normal
I have tried all the resets suggested but they do not appear

Yes.
Shared albums are not stored in "your" iCloud space. They are hosted for free by Apple. Shared albums are only visible in an iOS or Mac photo app. If you create a public website for your shared album, they would also be visible on the web using a URL Apple hosts for you.
