Apple Pay under 16 years

So I have a iPhone but the problem is I’m 15 years old and my bank says that I can use Apple Pay that I’m old enough to set it up but apple doesn’t want Apple Pay under 16 so I have 2 questions 1 can I use Apple Pay under 16 years and 2 why have Apple set a minimum age of 16 maybe Apple you can add that if I have permission from my parents that I can use it

To set up Apple Pay you must be at least 13 years of age to use Apple Pay (Set up Apple Pay - Apple Support see note 2).
If your Apple ID was created before you were 13 and you are unable to sign up for Apple Pay try signing out of your Apple ID and back in.
To set up Apple Cash you must be at least 18 years of age (https://applecash.greendot.com/termsconditions/)
To apply for Apple Card you must be at least 18 years of age (How to apply for Apple Card - Apple Support)
