I can turn on the television my appletv 4k is attached to with the appletv remote and I can turn off the apple tv with the remote, but the television remains on and I have to use the television remote to turn it off. Is there a way to get the appletv remote to turnoff both the appletv and then the television??

Check the HDMI-CEC settings on your TV. There may be additional settings that you have to set to allow the TV to be turned off by external Devices.

Your Siri remote should have auto-detected your TV, so the set is turned on and off when you wake/sleep Apple TV. If this did not occur, you may need to adjust your HDMI-CEC settings (assuming your tv is compatible). See the instructions below.
