Security Update 2020-003 10.13.6

For some reason My Mac won't let me Do the new Update , And Error code always pops up like "1004" While its Trying to Download

Connect your mac to your router via cable, rather than rely on Wi Fi.

Try the standalone update from here, https://support.apple.com/kb/DL2041?viewlocale=en_US&locale=en_US

once downloaded double-click to install.
