I’ve been looking to set screen time limits, however there is no screen time section in settings.

I recently purchased a second hand iPad mini 4 for my daughter. I’ve been looking to set screen time limits however there is no screen time section in settings. I’ve managed successfully to set it up on other devices however as I said the screen time option is not in settings. Any ideas why this could be and how I resolve it? Thanks
