Account locked or disabled (generic):--> If your Apple ID is locked or disabled - Apple Support

Account locked or disabled (in iTunes Store or App Store):--> If you see a message that says 'Your account has been disabled in the App Store and iTunes'

If you meant something different, please better specify your needs.
