I do not have internet. Can I use an Ipad With Cellular (but no carrier!) to access internet sites?

You either need a WiFi connection or a cellular data plan to access the internet on your iPad.

You either need to use wifi, or get a carrier for your ipad. Or look into a Mifi type device which is a portable wifi hotspot you can get from a cellular carrier.
