Hi!


You need the Apple ID and password to turn off the iPads Activation Lock.

Here are some useful articles about it and different ways to turn it of:

Activation Lock for iPhone, iPad and iPod touch

Turn off Activation Lock


If you have the original recite for the iPad and the steps in the articles don't work I would recommend to call Apple Care and go through with them on what to do. (As the Apple Store most likely will direct you to calling them and you don't need to go out with regarding to Covid-19 and all that.)
