You need the Apple ID and password to turn off the iPads Activation Lock.

If you have the original recite for the iPad and the steps in the articles don't work I would recommend to call Apple Care and go through with them on what to do. (As the Apple Store most likely will direct you to calling them and you don't need to go out with regarding to Covid-19 and all that.)

Since you don't know the AppleID nor the password it seems that the iPad you want to restart is a good fit for a stolen iPad. If you have the recite or someone who knows the AppleID and password then bring it to the Apple Store to prove ownership of the device.
