1) Make sure that you have the latest version of iTunes (If you are using iTunes to restore your iPhone)

2) Make sure your iPhone is also updated to the latest version of iOS

3) Finally Try and Force ReStart Your iPhone as instructed in this article by Apple ➔ How to Force ReStart your iPhone and try updating again.
