If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support.

See If you can't connect to the App Store, iTunes Store, or other Apple services https://support.apple.com/en-us/HT201400. There have been quite a few server connection problems lately. In this regard, also Check Apple’s System Status page to see if there’s an outage that would affect downloading when you again try to download and can't do so.
