I get "erase pending until phone connected to internet". But cannot connect phone

On my iphone 8 trying to erase to file a claim. Phone is destroyed. I get erase pending until phone connected to internet. but cannot connect phone. What other options are there so i can file a claim?

If the device is disabled, then it cannot connect to the internet and it will continue to show pending because of the lack of connection. If you want, you can restore the device with iTunes. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support.
