My phone calls are not going to voicemail and when I try to create a greeting it will not save it --- error message 1035 comes up

Voicemail service is provided by your cellular provider. You will need to contact them for any assistance with your voicemail service on your phone.
That would be AT&T. (I know, I use their service. They also provide a number of links for voicemail troubleshooting. Here's one: Voicemail Device Support - AT&T)
my phone won't let me record a greeting for voicemail, is that a apple phone problem or a service provider issue (ATT)?
