We have a phone line that is constantly in use. (xfinity carrier) If we purchase another phone line, will the original phone line be able to ring through to the second phone when in use? In other words, can someone else get a call-waiting phone call on the second line when the first is being used? Possible handoff can do this?

You can use Continuity to have calls from one line/number ring on 2 phones yes.
But only if the line being called is not busy.
Both phones will need to be signed in to the same iCloud account and have Calls on Other devices turned on in Settings->Calls.

For that I'm not sure as I have never tried that before ... or had a need to. I suggest you contact your cellular voice provider and ask them if they offer such a service. My guess is that would be a "no."

In order for your iPhone to receive or make calls on two separate voice cellular accounts, your phone would need to support dual SIM cards. For example, the 2020 iPhone SE is one model that can do this.
