Broken phone/sign in to Apple ID

My brothers iPhone is broken & we can’t sign in to his Apple ID without getting a verification code sent into his broken phone. Any way to fix?

how can I login my apple id, if I no longer have old phone? Hello, my husband recently passed way. His phone was a business phone and we returned it. How can I log on using his apple id, if I do not have his phone to receive verification code. TIA
