My son has used my Apple ID on his Apple devices for years and now has his own Apple ID and wants to switch his iPhone to his new Apple ID but not loose his photos or contacts. We do not back up our photos or contacts to iCloud. Can he keep his photos & contacts that are on his iPhone when he switches to his new Apple ID? Please give each step if possible. Thank you!

Do a backup of his phone. Make sure you remember the existing passcode on the phone and your Apple ID password.
Back up your iPhone, iPad, and iPod touch.
Then complete the steps in the article below to make it 'his' phone.
When setting up the phone again, restore from the backup.
Backup - Restore your device from an iCloud or iTunes backup.
Set up Family Sharing to keep access to your apps/purchases.

We want to keep each of our photos and contacts private - I don't want to see his nor he see mine. If we back-up to iCloud or my laptop, won't his photos & contacts just be added to mine? Is there a way to keep that from happening? Thanks!

Since you have shared an Apple ID and your photos and contacts are mixed together, the only way I know for each of you to only have your own photos and contacts after he begins using his own Apple ID is to manually delete the other person's photos and contacts. I don't know of any other way to do that.
