How do I see the backup files on icloud?
I looked at i cloud on my PC but I don't see them. My ipad says it backed up successfully. Where are the files?

Thank you. Is there any way to download them? I used the backup because I wanted a copy of my files before I have to return this iPad to my school. I backed them up to my personal iCloud. Are you saying I have no access to them unless I have another iPad and restore them? I can’t put them on my Windows PC?
To my knowledge you can't access any files contained within a backup and you would have to restore the backup to another, matching device (iPad in your case) in order to access the data. What files/data are you concerned about? If you turned on the associated iCloud options then those items would be stored separately from the backup such as photos, notes etc.
The only way I know to see the backups stored in iCloud is by going to Settings > Apple ID > iCloud > Manage Storage and then click on Backups
