USAjobs issue

Recently, when I try to apply for a job in USAjobs.gov, I can only make it so far on either my iPad or iPhone before it gets stuck. The application process consists of attaching documents, answering a few questions and then it takes you to the agency website to complete the application. It's at this point that I get a blank screen and I can see that it's trying to open the site but continually loops and doesn't go anywhere. I end up having to go to my laptop or work computer to complete the application. This just started a few months ago so I'm not sure what changed with one of the updates this year. I've tried any solution I could find online but none of them work. I've tried several browsers on both my iPad and iPhone and the same thing happens so it doesn't appear to be a browser issue but something in the settings. Any ideas?
