I want to sign out my ipad but it says, sign out is not available due to restrictions. Can you help what the restrictions are?

Sign out from where? Doing what? Please better specify your needs.

Your iPad is centrally managed by your Educational Establishment. This would imply that the iPad is likely owned by them - and not you.
Restrictions that they have applied to the iPad are centrally managed/controlled by them - and only they can modify or remove those restrictions from the iPad.
As ProustGiulio has already indicated, you will need to contact your School IT Administrator for guidance. I hope this clarification is helpful.
To bypass those restrictions, you need to contact your organization's IT admin/supervisor, asking them if you have rights to perform certain procedures.

i bought this iPad brand new from BestBuy and set it up myself. It’s not an institutional iPad.
The information that we have would indicate that the device is managed by a third-party. This is the only known reason that Sign-out from iCloud would be inhibited.

Try this:
Settings>ScreenTime>Content&Privacy Restrictions>... 1st option = DISABLE (gray).
When done, restart your iPad, then see if you can sign out.

I did a reset and it worked. I think there was a restriction from screentime. Thanks for keeping with me to the end.
