iPhone XR camera continuously refocusing

Hello,

The camera on my iPhone XR is continuously refocusing. Any time I take a photo, it’s either out of focus with a sort of zoom effect, or the image appears wavy.

I see that this issue was raised here: https://discussions.apple.com/thread/250481702?r_s_legacy=true by user Michael-Reisman and addressed by user Doctor Zhivago July-September of 2019, but I don’t see any actual solution posted. The iOS was speculated to be the cause, however I am currently using iOS 13.5.1, a much later version, and am still experiencing the same issue. I have also completed a factory reset and restore from a backup performed just before this reset. Still no change.

The camera is such a significant portion of having a phone, and not having it has been causing me issues for some time. I’ve been waiting patiently for new iOS’s and suggestions but no updates have been posted. What is the best path forward?
