When you delete pictures in your iCloud storage, doesn’t it delete the pictures from your iPhone and everywhere else the picture may be?

When you delete photos from the iCloud storage, are they also automatically deleted from The iPhone?

Yes. iCloud Photos is a syncing service. Any photo you delete from a device (or from iCloud) where iCloud Photos is turned on will also be deleted from iCloud and from any other device connected to iCloud Photos. You can potentially reduce the storage space required on a device by turning on Optimize Storage. See: Set up and use iCloud Photos - Apple Support

After deleting from my iCloud storage three days ago and leaving my phone connected to WiFi for two nights, my phone hasn’t synced with my iCloud? The photos are still on my phone. My phone won’t update because I don’t have enough room on it.

Is there a way to get it to sync with the iCloud so I don’t have to manually delete The same photos from my phone that I already deleted from the iCloud?
