If you are locked out of your Apple ID account you can go to https://iforgot.apple.com

This will provide you with the recovery steps you put in place for this situation.

See 'Your account has been disabled in the App Store and iTunes' https://support.apple.com/en-us/HT208856. This link says: "There might be a problem with the payment method that you have on file. When you see the message, don't try to edit any of your account information. Insteadcontact Apple Support for help.”

Then you can unlock your account with your existing password or reset your password. After multiple unsuccessful attempts to unlock your account, your Apple ID will remain locked and you can try again the next day.” Eventually you very likely will end up in account recovery.

See If you forgot the passcode for your iPhone, or your iPhone is disabled https://support.apple.com/en-us/HT204306

 

The instructions are essentially the same for an iPad and iPod touches. “If you enter the wrong passcode too many times, you’ll see a message that your device is disabled. If you can’t remember your passcode, you'll need to erase your iPhone, which deletes your data and settings, including the passcode.”


If you backed up your iPhone, you can restore your data and settings after restoring your iPhone. If you never backed up your iPhone before you forgot your passcode, you won't be able to save the data on your iPhone. Follow the steps below to remove your passcode.”

 

Next, remove your passcode (see the document for the steps). Then, restore you phone of your computer (see the document for the steps).

Do you have access to another WiFi network where you can try? That has worked for several people.


Try a restart.


Restart your iPhone, iPad, or iPod touch         


Try a forced restart.


Reset Device.      


If necessary


Hard reset.        


Do a backup and try a factory reset. Then restore from your backup.


Restore to Factory setting.      


Backup - Restore your device from an iCloud or iTunes backup.
