Just a thought. Do you want both Portrait and Landscape layouts in the same document? That is not possible in Pages.
All I can suggest is to export a page to PDF, open it in Preview app and rotate it. Then copy and paste into your Pages document. That page will be an image and you won't be able to edit the image in Pages.

Pages has two types of document, Word Processing and Page Layout. Which are you using?
To find out, look at the Convert to… item in the File menu. The item will always let you convert to the other type:

How do you want the various page layouts to differ?
