I have a Number sheet that is being used for tracking website issues. I would like to to give etc team a "pop-up menu" that allows them to select modules on the website that involve the issue being entered. Some issues will involved multiple modules. Is there a way to enable selecting multiple items from pop-up menus?

No, not easy, even with AppleScript. Have you considered using a separate table with some checklist items in it?
If you need the solution to be compact you could consider using Pop-Up menu with menu items with the various possibilities preassembled, something like this:
One only
Two only
Three only
One, Two, Three, Four
etc.

In Numbers, you'll find a portal to that channel—Provide Numbers Feedback— in the Numbers menu.
Choose the menu item and make a Feature Enhancement request.

@SGIII, thank you very much for such a complete answer. We're just going use different columns for categories so we can group/sort by problem modules. A pre-made popup would not allow this. @apple, Seems like a feature that would be worth implementing. Useful for entry and analysis IMO.
