Transfer of data to an iphone 11

I just get the words reconnecting, for a long long time now. How do I know if transferring data is actually happening? It seems frozen, can I restart my phone and start again? Should I not use my older phone iphone XR, whilst this transfer happens....any help would be appreciated, thank you
