I want to give my younger brother my old phone. I’ve changed all of the settings and passwords except for the actual phone number itself. I was wondering how I would go about actually changing the phone number for good so that it’s not my phone number. I would need to set up a completely new number. How would I do that?

When you created the new Apple ID you should have had to confirm your phone number. So there should be a phone number on the phone. See How to create a new Apple ID https://support.apple.com/en-us/HT204316#ios. Did you follow the instructions in the link?
I had reset the phone so I created a new Apple ID for the phone. Right now, the phone uses the new email I created as an Apple ID, but I have no phone number signed in. I wanted to create and set up a brand new number, but I am unsure how.
That depends entirely on your carrier / cellular service provider. You should be able to get a pre-paid line you just add money to when you need to.
Contact the carrier, and ask them what kind of plans or pre-paid options they have.
