Why am I paying for a Apple Watch phone line that is suppose to be just used for billing? Do I have to have it?

Perhaps this article will help:

Use Apple Watch with a cellular network - Apple Support

To use Apple Watch with cellular and a cellular connection to the same carrier used by your iPhone, however you don't need to activate the cellular option on your watch. See the "Turn cellular off or on" section in the above article. As long as your iPhone is nearby (Bluetooth connection) or connected to WI-FI, you won't lose any features on your watch.
