There is a battery icon at the top right of the iPhone 11 screen. It should be green when charging under normal circumstances.
If you see that the color is yellow then LOW POWER MODE is active on your iPhone.
Open Settings ➔ Battery ➔ Low Power Mode - Turn this setting to OFF.
