My siri on a work iPhone is disabled so I cant use Apple CarPlay

To enable Siri on your iPhone go to:

Settings --> Siri & Search --> and enable Siri from within these menu options.

If this is blocked from due to your work policies, you should reach out to your IT department who would be able to provide further support.

Then tell your employers you cannot use carplay. Can they please release Siri.
