Apple Watch with only an iPad Pro (Cellular) and not a smartphone?

Can the Apple Watch be fully functional paired only with an iPad Pro equipped with cellular? I also have a Kyocera flip phone. Yup, a partial Luddite- long story. Thanks

The Apple Watch shares the iPhone's phone number. The cellular iPad does not have a phone number to share.
