Can you run an Ipad off of your phones hotspot?

Hello,

Is it possible to run the ipad off of the phone hotspot? I saw an option for wifi or wifi plus cellular which was much more expensive. I want to just plug in my phone like I do with my computer and run the internet off the hotspot
